Which code applies to a Cordova address?
Cordova was annexed into Memphis, so a Cordova address inside the city limits is governed by the Memphis code. Sec. 8-3-7 requires an owner to “promptly remove and dispose in a sanitary manner of feces” left on property other than the owner’s.1 Memphis carries no own-lot feces section, and its fine schedule at Sec. 8-24-4 has no line item for defecation.2
An address in unincorporated Shelby County falls under a different rule. Shelby County Sec. 4-131(d) states that “the owner or keeper shall immediately remove any feces deposited by the dog” from public property or others’ private property, and Sec. 4-135 sets enforcement at a maximum of $50.00 per violation, per day, plus court costs.3 Which specific parcels near Cordova remain outside the Memphis city limits is not published in a form this site can cite, so nothing here asserts it — a property owner’s own tax record settles it.

Owner-occupancy here runs roughly twenty points below Germantown, which is a meaningful difference for a yard service: a larger share of these households rent, and a rented yard’s waste is usually the tenant’s duty under a lease rather than the owner’s under a code.
