What does the Memphis code require?
Memphis Code Sec. 8-3-7, adopted in 2023, requires a dog or cat owner to “promptly remove and dispose in a sanitary manner of feces” the animal leaves on property other than the owner’s.4 The reach of that section stops at the property line: Memphis has no own-lot feces section, and the nearest general provision, Sec. 8-8-1, bars keeping animals so as to be a nuisance by odor or contagion of disease.
The city’s fine schedule at Sec. 8-24-4 lists $50.00 for a dog running at large and carries no line item for defecation at all.5 Any page quoting a specific Memphis fine for failing to pick up waste is quoting something the schedule does not contain.
